1 Purpose, status, and definitions
The rulebook governs the League, fixtures and competitions and supersedes earlier rules only after formal approval and assignment of an effective date.
The current Laws of Snooker govern every frame except where this rulebook expressly provides a local variation; League rules prevail for formats, handicaps, and result procedures.
Host-club rules govern admission, premises, safety, and behaviour but must not alter League results, handicaps, formats, or competition rules.
Everyone must comply immediately with reasonable host-club safety and admission requirements; unresolved conflicts must be recorded by the captains and referred to the League Committee.
The miss rule does not apply in League matches or competitions.
2 League principles
Matches, competitions, and League decisions must promote fair play, honesty, respect, good sportsmanship, safety, and avoidance of unfair advantage.
Similar cases should normally be decided consistently, and sanctions should reflect the seriousness and practical effect of the breach.
Important decisions should be explained, recorded, and communicated clearly.
The League should remain welcoming, enjoyable, and practical for clubs and players.
The Executive and League Committees must apply these principles when interpreting unclear rules or deciding matters not expressly covered.
3 Clubs and teams
A club becomes registered when at least one of its teams is accepted, and each registered club must nominate a representative and an alternative contact.
Clubs should apply before the AGM; later applications may be accepted only if fixture and divisional arrangements can accommodate them.
Every team must belong to a registered club, and a new team normally enters the lowest division.
Teams should apply before or at the AGM; a later application may be accepted only where it can be accommodated without unfairly disrupting the season.
A team may move clubs only before the season begins, with its division determined from its playing record and the need for balanced divisions.
4 Club suspensions and exclusions
A player suspended by their registered club is ineligible for all League fixtures, competitions and other League activities until the suspension is lifted or expires.
The club must promptly notify the Secretary of the player, effective date, expected duration where known, and any lifting or variation of the suspension.
A club suspension creates automatic ineligibility but is not, by itself, a League finding of misconduct; additional League sanctions require the complaints, discipline, and appeal procedures in sections 31 and 32.
Where the continuing effect, scope, expiry, or application of a club suspension is disputed, the Executive Committee may grant temporary eligibility only while the position is verified. It may do so only where the information available gives reasonable doubt that the suspension remains in force or applies to League activity, and where temporary eligibility would not create an unacceptable safeguarding, safety, or competition-integrity risk.
Before deciding, the Executive Committee must consider information from the player and club where reasonably practicable, record and communicate written reasons, and set a review date. Temporary eligibility expires when the dispute is determined or on the stated review date, whichever occurs first.
A player permanently expelled or banned by their club cannot represent that club. Rule 11.1 does not prevent that player transferring to another registered club, provided they are a bona fide member of the proposed club and the Secretary confirms the transfer. Any existing League sanction or competition-specific ineligibility continues after transfer.
5 Officers and governance
The League must elect a President, Secretary and Treasurer and may also elect senior and junior vice-presidents and an executive member.
The President chairs meetings and represents the League; the Secretary manages meetings, minutes, official records, correspondence, and publication of decisions; and the Treasurer manages accounts, League money, authorised payments, and financial reporting.
Vice-presidents support or substitute for the President, while the executive member provides an additional club perspective and performs agreed duties.
Committees and decision-making
A. The **Executive Committee** consists of the President, Secretary, Treasurer, any elected senior or junior vice-presidents, and the elected executive member.
B. The **League Committee** consists of the Executive Committee and one nominated representative, or notified alternative representative, from each registered club.
C. Where this rulebook gives a power or duty to the Executive Committee, it may be exercised by the Executive Committee alone. Where it gives a power or duty to the League Committee, the matter must be decided at a quorate League meeting in accordance with section 7, unless this rulebook expressly permits an interim Executive Committee decision.
D. Executive Committee members may participate in League Committee discussions but may vote only as the nominated representative of their registered club, in accordance with rule 7.12.
E. An interim Executive Committee decision must be recorded, communicated to affected clubs, and reviewed at the next League meeting under rule 5.9.
Officers are elected at the AGM until the end of the following AGM and must be proposed and seconded by representatives of different clubs.
An officer may resign in writing, and the League Committee may fill a vacancy temporarily until an election at the next League meeting.
An officer may be removed for serious or persistent failure, misconduct, or loss of eligibility only after receiving the reasons and a reasonable opportunity to respond.
A departing officer must promptly return all League money, records, passwords, trophies, and other property.
The League Committee may apply and interpret the rules, impose authorised sanctions, and decide operational matters, but it may amend the rulebook permanently only under section 35.
Every interim ruling must be recorded, communicated to clubs, and reviewed at the next League meeting.
6 Conflicts of interest
Anyone involved in a League decision must declare a conflict before discussion and must not receive confidential material, participate or decide the matter unless the remaining eligible members determine that the interest is too remote to affect impartiality.
7 Meetings and voting
The AGM must be held in July or August, with every club receiving at least 14 daysβ written notice of its date, venue, and proposed agenda.
Every registered player may attend and speak at the AGM, but each registered club has only one vote and a new club cannot vote until accepted.
League meetings are normally held monthly during the season, and clubs should receive at least seven daysβ notice of any change where possible.
Meeting notices must state the date, time, venue, proposed agenda, and any proposal on which a decision is expected.
The President or any three registered clubs may request a special meeting by notifying the Secretary of the business to be considered.
Special meetings require at least seven daysβ notice unless urgent action is necessary to protect a person, League property, or competition integrity; shorter notice must explain the urgency and the reason must be minuted.
A special meeting may decide only the notified business, except for an urgent procedural matter necessary to conduct the meeting.
An AGM or ordinary meeting requires at least three Executive Committee members and representatives of at least three registered clubs; a special meeting requires at least two Executive members and representatives of at least three clubs.
A non-quorate meeting may discuss matters but cannot adopt decisions, and the Secretary must arrange another meeting if a decision remains necessary.
A clear collective decision is adopted when the chair reads its final wording and representatives of two different clubs propose and second it.
If no clear collective decision exists, the matter must be discussed further, deferred or formally voted upon.
In a formal vote, each club has one vote, Executive officers vote only as nominated club representatives, and a simple majority of votes cast carries the proposal; abstentions are excluded, tied votes fail and there is no casting vote.
Minutes must record attendance, declared interests, proposals, seconders, final wording, votes, decisions, actions, and effective dates; draft minutes should be circulated before and approved at the next meeting.
8 Finance and accounts
The financial year ends on 30 June, and the Treasurer must present annual accounts to the AGM showing income, expenditure, account balances, outstanding amounts, material assets and liabilities, and explanations of significant discrepancies.
The AGM must not approve the accounts until every identified material concern has been explained or corrective action recorded.
League money must be held in an account in the Leagueβs name with at least two authorised signatories.
Every payment must have a League purpose, supporting evidence, approval from two authorised people and an entry in the accounts; the recipient cannot be its sole approver.
The Treasurer may make an urgent payment without prior two-person approval only where delay would materially prejudice the League, and the payment and reason must receive retrospective consideration at the next meeting.
Expenses may be reimbursed only where reasonable, evidenced, and properly approved, and officers must not borrow or use League money personally.
A club or entrant that misses a payment deadline is subject to the applicable outcome in Schedule 1.
9 Match collections
Each team must collect its own playersβ required contribution for every fixture; the away team need not give its collection to the home team.
The amount payable by each team must be confirmed before the season and published in Schedule 2.
Each club must record the fixture, amount collected by each team, amount paid to the League, payment date, and outstanding balance.
Collections must be paid by the deadline published in Schedule 2, at a League meeting or through another method approved by the Treasurer.
The Treasurer must record payments and notify clubs of discrepancies or overdue amounts, giving the club at least seven days to provide evidence, correct an error or pay.
A club that fails to account for or pay collections after written notice is subject to the applicable outcome in Schedule 1. No financial outcome may be applied until the club has had a reasonable opportunity to respond.
10 Player eligibility and registration
A player must be at least 16; be a bona fide member of the registered club represented and be registered with no more than one League club at a time; players aged 16 or 17 remain juniors until their eighteenth birthday.
Registration requires the playerβs name, previous League history, proposed handicap, and date of birth where needed to establish junior status.
Before an unregistered playerβs first League appearance, the captain must notify the Secretary of the playerβs name, club, and proposed handicap; the player must play from scratch unless a lower handicap is approved before the frame.
A first appearance does not register a player and is not permitted after the Christmas registration deadline. Registration must be completed before any further appearance. The outcome for any unauthorised appearance is set out in Schedule 1.
An unregistered player must not enter or participate in any League competition.
No first-time registration takes effect after the Christmas registration deadline published in Schedule 2.
A former player must disclose their League history and resume their last recorded handicap unless the Secretary approves another provisional figure.
A new player of unknown ability may receive no more than a +15 starting handicap, as determined by the Secretary.
11 Transfers
A player may apply to transfer between registered clubs during the season but cannot transfer while a temporary club suspension remains unresolved. This restriction does not apply to a player permanently expelled or banned by their former club, whose transfer is governed by rule 4.5.
The transfer request must identify both clubs, and the Secretary must notify them and verify that the player is a bona fide member of the proposed club.
The former club may disclose relevant unpaid League money, League property, eligibility issues, or suspensions but must not obstruct a transfer merely because it objects to the departure.
A transfer takes effect only when confirmed by the Secretary and does not remove an existing League sanction or competition-specific ineligibility.
A transferred player must not play for the new club before confirmation, represent both clubs in the same fixture week, or represent more than one club in the same knockout competition during the season.
12 Handicaps
A normal result adjusts the winner by β1 and the loser by +1; a winning margin of at least 30 points produces total adjustments of β2 and +2, respectively.
Competition results do not affect League handicaps, which are limited to a minimum of β70 and a maximum of +35.
Adjustments take effect at the date and time in the published notice, but no routine adjustment takes effect during the final four fixture weeks.
The League Committee may correct a material error or approve an exceptional adjustment to protect competition integrity, provided the reason is recorded and communicated to the player and club.
A player or club may challenge a calculation at the next League meeting; the Secretary may correct an obvious clerical error immediately but must report it there.
13 Divisions, promotion, and relegation
Divisions must be confirmed at the AGM after considering previous standings, new and withdrawn teams, division size, and avoidance of unnecessary byes.
Normally the top two teams in each division are promoted and the bottom two relegated; a different arrangement may be proposed where entries or withdrawals require it, but the reason must be explained before confirmation.
14 Fixture scheduling and rearrangements
League fixtures are normally played on Monday evenings, although the published fixture list may use an additional evening where necessary.
A fixture may be played before its published date only if both captains agree and notify the Secretary before play begins.
A captain seeking a rearrangement must contact the opponent and notify the Secretary; except for an emergency or exceptional circumstances, inability to attend requires at least 24 hoursβ notice before the scheduled start.
Both captains must retain their messages, offer reasonable dates, and make reasonable efforts to agree a replacement date.
A rearranged fixture must be completed within four weeks of its original date and before the final scheduled fixture week, with the season-end deadline taking precedence.
A team must not request or cause more than two rearrangements of League fixtures in a season. A rearrangement counts against the team that requested it or caused it through a matter within its reasonable control. It counts against both teams where both materially caused it. Playing a fixture early, an approved exceptional-circumstances rearrangement, venue closure, or a matter outside a teamβs reasonable control does not count.
If no date can be agreed, both captains must provide their messages and proposed dates before the applicable completion deadline.
The League Committee may impose a playing date, grant an extension for recorded exceptional circumstances, determine which team, if any, was responsible for non-completion, and apply Schedule 1.
A rearrangement is effective only after the Secretary is notified, and an extension beyond the final fixture week requires written League Committee approval.
15 Failure to fulfil fixtures
Unless recorded exceptional circumstances establish that a team was not responsible, failure to attend without the notice required by rule 14.3 is dealt with under Schedule 1.
When a rearranged fixture is not agreed or completed, each captain must provide messages, dates offered, responses, venue information, mitigating circumstances, and other evidence of reasonable efforts as soon as failure becomes likely and before the completion deadline.
If a rearranged fixture is not completed, the League Committee must determine whether one team, both teams, or neither team was responsible. The applicable outcome is set out in Schedule 1.
A team is not responsible for non-completion where the opponent refused reasonable dates, failed to communicate, or otherwise prevented completion. No outcome under Schedule 1 may be applied to that team.
The League Committee may impose a playing date, grant an extension, determine responsibility for non-completion, or apply the relevant outcome in Schedule 1.
A final scheduled fixture must be played during the final fixture week unless another date is approved in writing for exceptional circumstances; anticipated failure must be reported immediately with supporting information.
The League Committee may impose a compulsory playing date, grant an extension, mark a result, table position, draw, or qualification as provisional, order a play-off, or take another necessary administrative step to protect a championship, promotion, relegation, play-off, or cup position. This rule does not authorise an additional points deduction, points award, forfeiture, walkover, removal, restriction, or other sanction outside Schedule 1.
Persistent or deliberate failure may result in the applicable fixture outcome under Schedule 1. A further disciplinary sanction under section 31 may be imposed for the same conduct only where the League Committee finds, with written reasons, that the conduct was deliberate, dishonest, abusive, manipulative, intended to affect standings, or otherwise sufficiently serious to justify disciplinary action.
Deliberate concession, abandonment, result fabrication, manipulation, or non-play intended to affect standings is serious misconduct. The applicable fixture outcome under Schedule 1 and a disciplinary sanction under section 31 may both be imposed where the requirements of rule 15.9 are met.
An individual may be subject to disciplinary action only where personal responsibility is established. Registration for a team alone does not establish responsibility.
Every fixture-default decision and its reasons must be minuted and communicated to the affected clubs.
16 Play-offs
Teams level on points and wins for a championship, promotion, or relegation place must contest a play-off unless the published fixture list specifies another tie-break.
The Secretary determines the venue and date, and the play-off must occur within two weeks of the final fixture unless varied for recorded exceptional circumstances.
17 League match format and attendance
A League fixture begins at 8:00 pm and consists of four singles frames, normally with four players per team playing once in the result-card order.
If the first frame has not started by 8:20 pm (20 minutes passed the scheduled start), the opposing captain may claim the frame. A player absent at 9:00 pm (60 minutes passed the scheduled start) may be declared absent. This rule remains applicable when the fixture has been rearranged to an alternative date and time. The outcome for a claimed or absent frame is set out in Schedule 1.
A player must not represent more than one team in the same fixture week. The outcome for a breach is set out in Schedule 1.
18 Marking, fouls and interference
The home team must provide a marker for every frame; the marker records scores and may explain rules but must not call fouls.
Players must call their own fouls, while spectators and other players must not coach or interfere.
Where the players cannot resolve a factual dispute, the marker determines how play continues.
19 Match handicaps and scoring
Before play, players must verify their current published handicaps and record the difference in favour of the higher-handicapped player.
Use of an incorrect handicap does not automatically void the frame; the League must recalculate the score, frame and aggregate outcomes using the handicap effective on the match date.
Each frame winner receives one League point, while the higher team aggregate receives two additional points or each team receives one additional point if the aggregates are equal.
A tied frame must be decided on a respotted black by the original players, with no substitute permitted.
20 Concessions and retirement
A player must not concede, retire, or manipulate scoring to avoid a handicap adjustment or affect the aggregate and must normally continue until the last legal ball is potted.
Where illness, injury or another genuine inability prevents continuation, the League Committee may order a replay if fair and reasonably practicable.
If a player cannot play or replay a frame because of illness, injury, or another genuine inability, the outcome is set out in Schedule 1.
The League Committee must communicate its retirement decision and reasons to both teams, and suspected deliberate manipulation may be managed as misconduct.
21 League results and protests
Both captains must check and sign the result card, which is the primary match record.
The home captain must submit the electronic result and a clear photograph of the signed card within 36 hours, using another method accepted by the Secretary if WhatsApp is unavailable.
A disputed result or protest must be reported within seven days; the Secretary may correct an agreed clerical error, while the League Committee decides disputed corrections.
22 Competition entry and eligibility
Only registered players may enter, with each player limited to one entry per competition and representation of their registered club; pairs entrants must belong to the same registered club.
Veteransβ entrants must be over 55 on the published competition closing date.
Entries must follow the published process and be paid before the draw unless the Treasurer approves an alternative arrangement. The outcome for non-payment is set out in Schedule 1.
Entry fees are non-refundable after the draw unless the League cancels the event, the entry arose from administrative error or recorded exceptional circumstances justify a refund.
A player must remain eligible on every competition match date. The outcome for use of an ineligible or unregistered player is set out in Schedule 1.
23 Annual trophies
Annual trophies remain League property, with the previous winner and their club jointly responsible for their security and condition.
Trophies must be returned to the specified officer or location no later than 14 days before the relevant finals, and any loss or damage must be reported promptly.
After allowing a response, the League Committee may apply the relevant outcome in Schedule 1 where a trophy is lost or damaged through failure to take reasonable care.
24 Four-frame competition qualification
A newly registered player must have completed at least four League frames by the published Christmas cut-off to remain eligible for the competition after that date.
An existing registered player who played fewer than 12 League frames in the previous season must have completed at least four League frames in the current season by the published Christmas cut-off to remain eligible for the competition after that date.
An existing registered player who played 12 or more League frames in the previous season is exempt from the four-frame qualification requirement. No minimum number of current-season League frames is required under this section.
A player who is subject to the four-frame qualification requirement and does not meet it is ineligible after the published Christmas cut-off unless the League Committee records an exception for injury, bereavement, cancelled fixtures, or another substantial reason outside the playerβs control. The outcome is set out in Schedule 1.
If one player in a pair becomes ineligible, the pair is ineligible. The outcome is set out in Schedule 1.
A Team KO entry must retain four or five eligible registered players. The outcome where fewer than four remain is set out in Schedule 1.
25 Competition draws, arrangements and results
Draws normally occur at League meetings, with the first entrant drawn treated as the home entrant unless another arrangement was published beforehand.
The League Committee must publish the entrants, draw, home entrant, completion deadline, match format, and result-submission method.
Both sides must make contact, retain their messages, and offer reasonable dates. If the match cannot be arranged, both must submit evidence as soon as the problem is known and, where practicable, no later than seven days before the deadline.
Where a competition match cannot be arranged, the League Committee must determine whether one side, both sides, or neither side made reasonable efforts. The applicable outcome is set out in Schedule 1.
An extension requires recorded exceptional circumstances and must be communicated to both sides with the new deadline.
If a participant cannot enter the home club, the home entrant must offer another suitable Calder Valley League venue, subject to applicable admission and safety rules.
The home entrant must report the competition, round, participants, date, venue, handicaps, and result through the published method within 36 hours.
For Team KO, both captains must sign the result card, and the home captain must submit a clear photograph.
The Secretary may request evidence for an incomplete, inconsistent, or disputed result, and a participant must report a dispute within seven days of receiving or becoming aware of the result.
Failure to submit a result does not overturn an independently verifiable match automatically; the responsible entrant must receive 48 hours to supply the missing result or evidence.
Late, incomplete, or unverifiable result reporting is dealt with under Schedule 1.
26 Competition playing rules and formats
The Laws of Snooker and relevant League match rules apply to competitions unless an express competition rule provides otherwise, including requirements to call personal fouls, prevent coaching, record handicaps before play and decide tied frames by respotted black.
The home entrant must provide a marker where required, results must be reported under rule 25.7, and disputes may be referred to the Secretary.
Players must use the latest League handicap effective at the scheduled match start; Merit, Individual and Veterans apply the handicap difference unless expressly designated as scratch competitions.
Merit is best of five in every round; Individual and Veterans are best of three until becoming best of five in the semi-final and final; Pairs is best of three throughout; and Team KO is four frames followed by an adjusted aggregate.
A competition format must not change after entries close unless exceptional circumstances make it impracticable, and any change must be recorded, explained, and communicated before the affected round begins.
27 Pairs handicaps
A pairβs handicap is the sum of both playersβ current handicaps divided by two, with any 0.5 result rounded towards zero; the difference is then awarded to the higher-handicapped pair.
28 Team KO
A Team KO entry must register between four and five players, and only those registered for that competition team may play.
Each captain must record their order without seeing the oppositionβs order, and all four frames are played from scratch.
After the four frames, every playerβs handicap effective at the match start is applied to their team aggregate.
An adjusted-aggregate tie is decided by a scratch respotted black between the players listed in the fourth frame; a genuinely unavailable player may be replaced only by someone who played in that match.
29 Charlie Cartlidge and Tommy McBride Cups
For each cup, a player has a separate record in every division played, and results from different divisions must not be combined.
Positions are ranked successively by most League frames won, most frames played, highest total points difference and highest total points scored. If still tied, the Secretary must draw lots in the presence of two uninvolved club representatives.
30 Conduct
Members must act respectfully and must not use threatening, abusive, discriminatory, or defamatory language connected with the League, whether in person or through a public or League communication channel.
Disagreements concerning rules, results or handicaps must be raised through League procedures and must not be pursued through social media in a way that pressures, harasses or undermines another member, club, or League official.
31 Complaints and discipline
A complaint must be submitted within 14 days of the event or, where the event could not reasonably have been known at the time, within 14 days of becoming aware of it. It must identify what happened when it happened, the people involved, and available evidence. A complaint involving the Secretary must be submitted to the President.
The Executive Committee may dismiss a complaint plainly outside League authority or lacking reasonable supporting information but must provide brief reasons.
An interim suspension may be imposed only where reasonably necessary to protect a person, preserve evidence or protect competition integrity; its reason, scope and review date must be provided in writing and reviewed at least every 28 days.
An uninvolved Executive officer must gather and record relevant information, after which the accused must receive the allegation and relevant evidence, subject to necessary safeguarding or confidentiality restrictions.
The accused must have at least seven days to respond in writing and may request to speak at the hearing.
Unconflicted club representatives decide the original case on whether the allegation is more likely than not to be true; Executive officers do not decide it.
The Secretary must issue the decision, reasons, sanction, and appeal information in writing.
Anonymous information may be considered only after assessing its reliability, and no serious finding may rest solely on information the accused had no fair opportunity to answer.
32 Appeals
A player, team, club, or competition entrant may appeal a decision directly affecting eligibility, a fixture, competition participation, or result, or a disciplinary or other sanction.
Elections, officer appointments or removals, fees, division formation, approved promotion or relegation arrangements and rule amendments are not appealable under section 32.
An appeal must be submitted within seven days of receiving the written decision, to the President or another uninvolved Executive officer where the Secretary participated in the original decision.
The appeal must identify the decision, desired outcome, applicable grounds, and supporting information.
Unless immediate protective action is required, a sanction does not begin until the seven-day appeal period expires and is normally suspended by a valid, timely appeal.
Interim safeguarding measures, temporary eligibility restrictions, necessary provisional results, and other measures preventing material unfairness may continue during the appeal; affected tables, draws and results must be marked provisional where reasonably practicable.
An appeal may allege material procedural unfairness, an unreasonable finding, important new evidence that could not previously be supplied or a clearly disproportionate sanction.
An appeal panel must contain at least three impartial people who were not involved in, advising on or interested in the original matter.
If three eligible Executive officers are unavailable, the League Committee must appoint sufficient eligible replacements from uninvolved club representatives, suitably independent former officers, or another suitable independent person.
Conflicts must be declared before the appeal and determined by the remaining eligible panel members.
The panel may confirm, vary, or overturn the decision, change the sanction, correct an administrative or competition outcome, order a fresh hearing or make another proportionate decision within the rulebook.
The panel must provide brief written reasons, and its decision is final within the League.
33 Junior players and safeguarding
The Executive Committee must receive and record safeguarding concerns, provide guidance, make required external referrals, maintain appropriate confidentiality, and report suitable non-confidential information to the League Committee.
A juniorβs parent or guardian must receive relevant information about registration, photography, publication, communication and participation, and any required consent must be obtained before the activity.
Adults communicating with juniors must use appropriate transparent channels, include a parent, guardian, or responsible club contact where reasonably practicable, avoid unnecessary private communication and maintain proper boundaries.
Safeguarding concerns must be reported promptly; immediate danger must be reported immediately to emergency services or police without delay for internal League reporting.
The Executive Committee may impose an interim protective restriction under rule 31.3.
Transport remains the responsibility of the juniorβs parent, guardian, or club.
34 Personal information and records
The League may use registration details, contact information, results, handicaps, match-card photographs and disciplinary records only for League administration.
Access must be restricted to people needing the information for an authorised purpose, with secure storage and retention only for as long as reasonably required.
Public results should include only information needed to report League activity, and junior contact details and private disciplinary information must not be published.
The Secretary must maintain the official rulebook, minutes, decisions, registrations, and disciplinary outcomes, while the Treasurer must maintain financial records.
Access to records remains subject to confidentiality and personal-information restrictions.
35 Interpretation and amendments
Where a rule is unclear or a situation is uncovered, the League Committee may make an interim ruling that applies League principles, avoids indirectly amending the rulebook and records its reasons.
A permanent amendment may be approved only at an AGM or a special meeting called specifically for it, with every registered club receiving at least 14 daysβ notice stating the reason, proposed effective date and proposing club or Executive officer.
The meeting must be quorate, and after debate the chair must read the final wording.
After debate, the chair must read the final wording of the proposed amendment. The amendment must be proposed and seconded by representatives of different registered clubs and is approved only by a simple majority in a formal vote under rule 7.12. Abstentions are excluded and a tied vote fails.
The wording, consensus approval and effective date must be minuted.
An amendment takes effect only after the Secretary incorporates it into the official rulebook and communicates the new version to registered clubs.
An urgent interim ruling must not amend the rulebook permanently or bypass the amendment procedure.
36 Version control and dissolution
Each published rulebook must state its version month and year and effective date or month; the version month and year are treated as its approval date unless expressly stated otherwise.
Superseded versions must be archived, and where copies conflict, the version certified by the Secretary is authoritative.
The League may be dissolved only at an AGM or special meeting called for that purpose.
After debts are paid, remaining assets must be transferred to one or more local amateur snooker organisations or another community sporting purpose selected by the meeting and must not be distributed to members.
Schedule 1 Sanctions and fixture outcomes
Authority This Schedule is the sole authority for standard sanctions, points awards, points deductions, forfeitures, walkovers, restrictions, removals, and financial recovery. A rule outside this Schedule may identify a breach or circumstance, but the outcome must be determined under this Schedule.
General application The League Committee may waive or reduce a standard outcome only where it records and communicates written reasons having regard to responsibility, seriousness, intent, competitive effect, previous conduct, mitigation, and fairness. It may increase an outcome only where Schedule 1 expressly permits an increase or where a separate disciplinary sanction is imposed under section 31.
Minor administrative breach A first minor administrative breach normally receives a verbal or written warning and a reasonable opportunity to correct it.
Collections Failure to account for or pay collections after written notice normally receives:
1. a written warning and a reasonable opportunity to pay or provide evidence; then
2. restriction from relevant League activity until the amount is paid or the matter is resolved. Persistent or deliberate failure may be referred for disciplinary action under section 31.
Competition entry fees An entry for which the required competition fee has not been paid by the applicable deadline is not included in the draw unless an alternative payment arrangement has been approved by the Treasurer under rule 22.3.
Unregistered player or player representing two teams Where an unregistered player makes an appearance that is not permitted under rule 10.4, or a player represents more than one team in the same fixture week, the affected frame is forfeited. The opponent receives one frame point and 50 aggregate points.
Claimed or absent League frame Where a frame is properly claimed because it has not started by 8:20 pm (20 minutes passed the scheduled start), or a player is declared absent at 9:00 pm (60 minutes passed the scheduled start), the opponent receives one frame point and 50 aggregate points. This rule is still applicable when the fixture has been rearranged to an alternative date & time.
Failure to attend a League fixture A team responsible for failing to attend a fixture without the required notice forfeits the fixture. The opponent receives a six-point fixture victory, and the responsible team receives a six-point deduction.
Third or more League fixture rearrangements A team incurs a six-point deduction when the Secretary records its third counted rearrangement in the same League season. Each later counted rearrangement incurs a further six-point deduction. The Secretary must notify the team and refer the record to the League Committee, which must confirm the deduction in writing. The deduction applies in addition to any outcome for failure to attend or complete a fixture.
One team responsible for an uncompleted rearranged fixture A team responsible for an uncompleted rearranged fixture forfeits the fixture. The cooperative team receives a six-point fixture victory, and the responsible team receives a six-point deduction.
Both teams responsible for an uncompleted fixture Where both teams fail to make reasonable efforts to arrange or complete a League fixture, the fixture is recorded as a 3-3 draw, and each team receives a nine-point deduction.
Genuine retirement or inability to replay Where illness, injury, or another genuine inability prevents a player from playing or replaying a frame, the opponent receives one frame point and 50 aggregate points.
Ineligible or unregistered competition player Use of an ineligible or unregistered player in a competition forfeits the affected frame. The League Committee decides whether the entire match must also be forfeited. It may do so only where a fair correction is not possible, having considered whether the player took part in a decisive frame, whether the match result can be recalculated fairly, whether a replay is reasonably practicable, and whether any other remedy would preserve competition integrity.
Trophy loss or damage Where a trophy is lost or damaged through failure to take reasonable care, the League Committee may recover reasonable repair or replacement costs from the responsible person, team, or club.
Competition qualification A player who is subject to the four-frame qualification requirement and has not qualified by the published Christmas cut-off is removed from the competition unless an exception has been recorded under rule 24.4. If one player in a pair becomes ineligible, the whole pair is removed. A Team KO entry with fewer than four eligible registered players is removed. Where removal leaves another entrant without an opponent in a subsequent round, that entrant receives a walkover.
Competition arrangement failure Where only one side made reasonable efforts to arrange a competition match, that side receives a walkover. Where neither side made reasonable efforts, both sides are removed from the competition.
Late or incomplete result reporting A late or incomplete result normally receives a warning and an opportunity to supply the result or evidence. Persistent failure, or failure preventing verification before a material deadline or draw, may result in removal from the competition or another proportionate sanction.
Deliberate manipulation and serious misconduct Deliberate refusal to play, abandonment, result fabrication, manipulation, abuse, intimidation, discrimination, deliberate interference, violence, grave safeguarding misconduct, or serious repeated dishonesty may result in fixture or competition forfeiture and disciplinary action under section 31. A disciplinary sanction may include suspension. Its scope and duration must reflect seriousness, effect, previous conduct, and mitigation.
Procedure and appeal No disciplinary sanction may be imposed without the notice, investigation, response, and decision process in section 31. Interim action is permitted only under rule 31.3. Commencement and appeals are governed by section 32.
